Job Title: Technical Advisor I, Supply Chain Management CVA Reports to: Technical Advisor II, Supply Chain Management CVA Department: Global Supply Chain Salary Grade: 9 Note: This is a Global Remote role with a preference for candidates who are based in countries where CRS has a legal presence.

Background Market-based programming accounts for a considerable and growing proportion of CRS assistance, and the agency has set a target for 1 billion USD in cash and voucher assistance (CVA) transfers by 2030. To meet this target, it is essential that supply chain management policies, procedures, and systems are complete, up-to-date, and applied consistently in the field.

Job Summary The Supply Chain Management CVA Advisor I is a member of the Global Supply Chain Team. The position supports the development and application of supply chain approaches for cash and voucher assistance in emergency and non-emergency programs. Working under the technical direction of the Advisor II, the Advisor I provides practical support and guidance to regional and Country Program teams, contributes to tools and learning, and helps ensure that CVA supply chain activities align with CRS program and operations quality standards, donor requirements, and industry good practice. and is responsible for advising, supporting, and providing technical guidance to the supply chain community on CVA, for both emergency and non-emergency programming, in line with CRS and operations quality principles and standards, donor guidelines, and industry best practices.

Roles and Key Responsibilities

Under the direction of the Advisor II, identify gaps in supply chain policies, procedures, standards, tools, and guidance for CVA programs, and contribute to resource updates and Standard Operating Procedures for financial service providers (FSPs), vendors, and voucher programming.

Provide practical technical support to regional and Country Offices and Country Program teams to operationalize cash and voucher activities, escalating complex or high-risk matters to the Advisor II.

Contribute to market mapping of service providers, response analysis, and project design, particularly procurement option analysis.

Contribute to agency preparedness efforts by supporting market assessments, FSP mapping activities, project design, and procurement options analysis to strengthen readiness for emergency response.

Support agency-wide and country-level procurements involving FSPs and voucher vendors, including market research, solicitation support, evaluation documentation, contracting inputs, audit readiness, and vendor or FSP performance management.

Support agency-wide deployment and continuous improvement of Global Payment Solutions, including guidance document development, country-level support, and decision analysis.

Support global-level and country-level contracting and supplier management processes for financial service providers, voucher vendors, and other CVA-related suppliers.

Contribute to the development and rollout of digital last-mile solutions that improve the speed, accountability, and integrity of resource transfer delivery, providing end-to-end visibility of transactions, robust risk mitigation mechanisms, global performance tracking, and standardized data for comparison across cash, voucher, commodity, and mixed-modality programs.

Work across Global Supply Chain Management teams to incorporate CVA considerations into relevant policies, Insight processes, tools, and learning materials, including connections with last-mile delivery and the Cash and Asset Transfer platform.

Develop, adapt, and deliver training and coaching on supply chain roles and responsibilities in CVA programs to CRS staff and local partners, with technical review from the Advisor II.

Collaborate with key agency stakeholders, including HRD, Global Treasury, GKIM, Finance, and the Office of General Counsel to strengthen CVA operational preparedness and deployment.

Support research, pilots, data collection, and analysis related to CVA supply chains; document lessons learned and good practices; and contribute to relevant learning agendas.

Participate in internal and external technical forums as delegated, share CRS experience and learning, and bring relevant practices and resources back to CRS teams.

Maintain productive working relationships with internal stakeholders, peer organizations, research institutions, service providers, and technical networks relevant to CVA supply chains.

Deploy to support emergency responses and priority Country Office and Program needs, as requested, within the position travel requirement.

Knowledge, Skills, and Abilities (KSAs)

Excellent interpersonal, oral and written communication skills, and ability to operate effectively in multi-cultural settings.

Working fluency with Microsoft Office software (Word, Excel, PowerPoint, Outlook, and Internet) required.

Strong ability to manipulate and process large quantitative data and present summary information for decision-making.

Experience with digital solutions for supply chain operations, particularly within CVA programs.

Required Languages - Fluency in English and French is required. Proficiency in Arabic or Spanish is an asset.

Travel - Ability and willingness to travel internationally up to 40% per year.
